Electric Car Sales Could Create Big Opportunities – If Utilities Get Their Act Together! November 29, 2010 | By Paul Mauldin
A number of U.S. electric utilities are both concerned and excited over predicted electric vehicle sales and their impact on the electric distribution system. Electric cars will be marketed in mass starting this spring. That effort, $7,500 tax credits and a recovering economy releasing a pent-up consumer spending urge could result in big sales. In turn, neighborhood distribution systems could see dramatic load increases. (See Associated Press article)
On the other hand, a utility can take advantage of this opportunity to upgrade its energy delivery system while expanding its rate base, thereby increasing revenues. And all this fits in with smart grid deployment strategies (and potentially, lest we forget, federal stimulus dollars).
All depends on whether a utility can get its distribution budgeting/planning act together in time. Historically, the record is not great. Here’s an example:
It was the summer of my discontent, and also that of most of my neighbors. We had relocated from California and loved our new home, our neighbors, and the culture – almost everything except the lousy electric reliability. Several times during the week our lights would go out. Sometimes for minutes, sometimes for hours. At times the whole area would be blacked out, looking like a set from The Twilight Zone under the soft starlight.
Being a so-called industry "expert", I was asked by a major newspaper to comment on the problems and so I explained that the outages were mostly due to exploding transformers, overheated by air conditioning demands. Blah, Blah. Standard stuff. But in my head I kept thinking “What the heck is wrong with the power company!”
Then a utility executive was interviewed on TV (fortunately our power stayed on during the interview long enough for us to watch). She said that the local load growth had been higher than expected, the summer was hotter than usual, and a lot of the transformers were old. Also, she explained, the utility had a transformer replacement program that minimized costs to its ratepayers (apparently by allowing the transformers to reach full, doddering maturity).
In other words - “Not the utility’s fault, period.”
The interviewer seemed satisfied. Smiles all around. But…to those that know something about the industry, she was in effect admitting that the planning methodology was seriously flawed. And so were the assumptions about customer preferences. After all, area population and business growths were certainly predictable and, in any case, change slowly enough to allow adequate time for corrections. And as far as saving the ratepayers money, our family would much prefer paying a few cents or even a few dollars more on our monthly bill rather than sitting in the dark playing cribbage with flashlights!
Apparently the state public utilities commission didn’t buy the utility’s story either. After some heavy fines, new planning processes were put in place. We now have excellent service. And I don’t think our electric bill has changed much, if at all.
For some reason, utilities are slow to upgrade their distribution systems, even when the capital upgrades are reasonable and would provide additional revenue through the allowed rate of return, just as would generation and transmission additions and upgrades.
I need to add that electric distribution engineers and field workers are some of the hardest workers in the industry. Under-appreciated, under-budgeted and often under-paid, they manage to keep the lights on almost all of the time. Amazingly, in many companies executive management acts as though it doesn’t realize that the electric distribution system has moved from being the enterprise stepchild, to becoming the biggest strategic business asset.
Hopefully it will begin to be managed as such. During the next decade, electric vehicles and smart grid could be the acid test.

Price manipulation is the most controversial theory that has circulated among gold bugs for 20 years. Some argue that gold prices have been illegally suppressed over the last two decades by central banks and governments. The Gold Anti-Trust Action Committee, or GATA, is the biggest complainant.
According to statistics from the World Gold Council, central banks reportedly have 32,000 tons of gold, with the International Monetary Fund accounting for 2,966.8 tons. Under the Washington Agreement on Gold, its members can sell a maximum of 400 tons a year, thereby restricting the amount of gold in the open marketplace.
GATA argues that central banks actually have less than 15,000 tons of gold, and that the missing gold has been secretly sold or leased into the market to prevent gold prices from rising to their actual value, which should be between $3,000 to $5,000 an ounce.
"The reasoning for the suppression is governments/bankers [look at] gold to be a barometer of the health of economies and countries. These suppressors want to kill or at the very least, greatly slow the messenger," argues Peter Grandich, editor of Grandich Publications. The suppression theory means that global economies are in worse financial shape than investors think and that gold should be bought as the ultimate safe haven. Texas representative Ron Paul is planning to introduce a bill in Congress next year calling for an audit of U.S. gold reserves at Fort Knox.
The gold manipulation theory has been gaining traction of late after trader Brian Beatty filed lawsuits at the end of October against JPMorgan and HSBC for conspiring to "suppress and manipulate" silver prices on the Comex.
The allegations are particularly noteworthy because HSBC and JPMorgan are custodians of the physically backed exchange-traded funds like the SPDR Gold Shares(GLD_) and iShares Silver Trust(SLV_), which means the big banks are in charge of storing the metal investors are buying while being accused of manipulating the prices.
Bart Chilton, commissioner of the Commodity Futures Trading Commission , is pushing the commission to prosecute a two-year investigation into the silver market. According to reports, the CFTC is also looking into JPMorgan and possible silver manipulation trading.
The belief is that as investors realize that the precious metals market is manipulated, gold and silver prices will rise exponentially, but until then prices will suffer.
"Our complaint is that more often now they're doing it surreptitiously as a mechanism of supporting their currencies, supporting government bonds and suppressing interest rates," says Chris Powell, secretary and treasurer of GATA.
Powell also argues that manipulation gives the inside scoop for the investment banks who are working for the government and helping them execute their secret gold trades. [more]
Bank of America added 1.3 million shares to its GLD position and become the largest holder and biggest buyer of the silver ETF, the SLV, by adding 4.6 million shares bringing its total position to 12.3 million shares.

Imagine if the vote was negative? It had been $29+ in afterhours yesterday after the votes were posted. HGSI -10.3% (falling sharply in pre-mkt after gaining in after-hours following yesterday's positive panel vote on Benlysta)

On August 30th, 2010 Uranium Energy Corp (UEC) announced that the Company had completed Phase One of Wellfield Development at the Palangana ISR uranium project in South Texas.
Construction at Palangana is on-track for initial production starting in November this year.
The Company has completed 40 injection and production wells thus far, which completed Phase One in the development of PAA-1. The wells will be brought on-stream in three approximately equivalent phases as part of the build-up to initial sustainable levels of production.
Construction of Palangana’s ion-exchange satellite facility is underway with pumps and tanks to be being installed.
