Question about call dates on preferred share issues

So I just noticed the L series preferred shares in RBS are due to be called at the end of next month at “par value of $25, in part or in whole” and was wondering if anybody could help me understand this in practical terms.  If it means what I think it means, then the L series preferreds in RBS could quite possibly be the easiest double ever right now:  [more]

I’ve had a small speculative position in the RBSpL preferred shares for a month or so now and watched in amazement yesterday (Thur. 3/26) as virtually all of the RBS preferred issues (L included) ran up about 50-60%.  Meanwhile, common shares on the LSE and NYSE were mostly flat.   [more]
