Does it strike anyone else as strange that in the last 20 years the U.S. government has taken to creating a series of bureaucratic positions called "czars"? Right now we have a proposed "pay czar." In the past we've had a physical-fitness czar, a drug czar, a health czar, a GM czar, a mortgage czar. Ok, those last two I made up. Regardless, it's odd that the government chooses to use this nomenclature, given the putative democratic ideals of the U.S. Presumably, the naming is supposed to indicate that there's a new bureaucrat who will cut through previous bureaucracy via sheer force of will and (let's hope) law.  But doesn't the resort to this new czar-based bureaucracy inidcate that the heretofore bureaucracy hasn't worked effectively? It seems that some bureaucrats are more equal than others.   [more]
