Presenting a budget can be quite complex .  Sometime symbolism can simplify the message amid the many details.  So my suggestion for Peter is .............. to use a Condom.

Why a condom, you ask ?

Well, this budget allows for inflation, halts production, destoys the next generation, gives you a sense of security while you're getting screwed and protects a bunch of d^cks.
