militia to force the factory unions to allow production of the bulb,
290 counselors to hold seminars on coping with darkness, a committee
of 50 experts to search for the root cause as to why the last one
went out, 25 scientists to write an environmental impact statement, 120,000 student protesters to attack government buildings and chant "Resist The Darkness! Take Back The Night!" and a 15 member citizen panel to say that women and minorities
have been underrepresented in the process.
