From an article in UIM Online:

Design and construction markets related to environment, infrastructure and facilities contracted in 2009, but management consultants Farkas Berkowitz & Co. forecast that these markets will bottom out in 2010 and enjoy at least modest growth in 2011.

This is consistent with what I am seeing in the water utility industry where I work.  Our project workload for large capital projects is definitely growing and we will be providing more work to consulting firms to help design and build those projects.

What this means for investors is that some publicly traded consulting firms that have lost market value over the past 2 years should start to see business pick up.
