The "value" of the gold below ground or in the seawater is 0 until someone invests time and money to extract it.  The "value" of the gold above ground and not in seawater is currently inflated by bidding on it by those who have no real use for it.

The only gold really worth much is the gold in your electronics and your teeth.  Bid the price up a little more and maybe I will switch to porcelein in my teeth.
