The AIA Architecture Billings Index, which shows a snapshot of the demand for architectural projects, rose to 52.8 in October from 51.6 in September. This is the third consecutive month the index is above 50, which signals an increase in demand for architectural services.

And that's not a good thing.  Unless you're a nutjob that thinks pumping up funny money bubbles helps an economy. In which case, government service might be in your future.

I don't think he made a value judgement, but simply posted some information, which may or may not be meaningful, depending on the area where you happen to live.
