I agree, we need to encourage production and not consumption. A payroll tax cut is an excellent idea, but the focus needs to be on small business owners. Fostering an environment where small business understand the tax environment, and that tax enviornment is condusive to starting or expanding a small business, then we start creating jobs and the economy becomes productive.

Stimulating *consumption* is idiotic. When you create an environment where production increases, then consumption takes care of itself.

Exactly.  If they are going to cut taxes, it needs to focus on small businesses.  Right now the tax burden on small businesses is too large.  Combine that with the fact that they have a hard time obtaining credit, and we'll be bleeding jobs for years.
