Health experts in Portugal said Friday that Portugal's decision 10 years ago to decriminalise drug use and treat addicts rather than punishing them is an experiment that has worked.

"There is no doubt that the phenomenon of addiction is in decline in Portugal," said Joao Goulao, President of the Institute of Drugs and Drugs Addiction, a press conference to mark the 10th anniversary of the law.

The number of addicts considered "problematic" -- those who repeatedly use "hard" drugs and intravenous users -- had fallen by half since the early 1990s, when the figure was estimated at around 100,000 people, Goulao said.

This is the first I have heard of the results. I was not aware a television program had been devoted to this subject. I wish I could have seen it.

Success is relative.  Here we are 40 yrs in to our own war on drugs.  One of the most successful policies EVER!  Seriously.  WAY more so than Portugal.  WAY more!!  Care to guess why?

#2. This does not count as a blog.
#3. Thanks for your help in the past.
#4. "...the central concession that will transform the debate."' would be first to define "success".
#5. Our last exchange was about the "efficiency" of insider trading.  I have come to understand and equate that with the Black Widow spider.  Having the female kill the male after mating makes his life cycle more "efficient". Good/bad/fair/right/wrong etc. isn't part of this equation.

Also,  I almost put up a post to mark the 40th of Nixon's declaration but I am hesitant and scarce here.  Maybe I'll register with Chris' site, Bloggerzoo- and do a #1. There's a reason so many of the best are gone now- Tasty lives!  Best.

catoismymotor +1 for you.

Think about all the times you have heard in your life the words *drugs* and *epidemic* used in the same sentence. It is refreshing to see a western nation approach this issue from a  public health perspective, not as a law enforcement matter.
