Possible New "Top Pick" Rules

It recently occurred to me that requiring every Fool to rate 5-10% of his/her active picks as "Top Picks" would have some advantages. Along with a rule that active picks could not be ended until at least 5 trading days after the "Top Pick" label was removed from them. These rules would make "gaming the system" even more difficult than it is now. Who agrees and who disagrees?
