That is a currency issue. Yahoo finance made a mistake there (see for example here). You have to multiply the stated P/E by ca. 48 (divide the earnings by ca. 48).

So its Forward PE is actually 9.6 then still pretty low valuations.

48 x .20 PE (shown on yahoo) = 9.6 actual forward PE

I am not sure whether the is another factor of 2 or 3 (or 1/2 or 1/3) involved in the ADRs or whatever they are, but the "ratio" seems to be 1:1 (see here).
