There are two duplicated IP numbers. Some of them are on the same IP network. Incoming mail for is handled by two mailservers having a total of five IP numbers. All of them are on different IP networks.

It should be pretty easy to contact yahoo and get his site taken away.

Since the guilty party is so clearly identifiable, then I'm confused that the full power of Motly Fool can't get this guy shut down, but I'm willing to add any assistance I can give.
