Between 2005 and 2009, cash reserves were depleted by $34 million. That serious drain occurred partly for reasons that were out of the U's control, such as a decline in federal research funding. But it also was the product of an expensive hiring spree in the hunt for growth and more prestige. To cover the Med School's sudden deficits, the U's central administration took an extraordinary step: It authorized an internal loan of $16 million.

Students borrowed to pay administrators
Administrators borrowed to pay professors
The government borrowed to pay politicians, government workers, and entitlement recipients
The bankers borrowed to pay themselves
Wall Street execs borrowed to pay themselves
ALL OF THE ABOVE SPEND DRIVING MONEY/PAY TO THE PRIVATE SECTOR
And Now, if you don't let the government borrow more money to pay politicians, citizens are considered the equivelent of Al-Qaeda. Without borrowing, the politicians can't get paid....and without money, the politicians have no freedom.
Yet more and more citizens everyday CAN'T borrow?
