Nope. You get to pay that tax, then you get to pay standard taxes on any distributions later. That money's gone. I'm old enough that I was able to withdraw without a penalty, so I did so, and put the money into a standard investment account (where I then made the dumb mistake of buying CEL in that account).
When it's in a standard account, you don't simply deduct the withholding amount - you take it as a credit.
