Foreign Markets need technology. They know the biggest advantage of foreign markets over the US is that the other stronger countries maintain and build newer and better infrastructure. Cisco is a key part of high tech infrastructure.

I guess reinvesting into your own country is what helps maintain the economic balance. Maybe one day we will realize that we are rebuilding infrastructure in the wrong country.
