Below tangible book = buy
Never value a company based on its book value or tangible book value. I would rather invest in a company that's a cash cow and has a low book value than a company with a huge book value but poor cash flow.
Warren Buffett himself would tell you the same thing. In the long run its cash that creates value for the investor, everything else is secondary.
