Down because CHL changed policies again, entered as a competitor, and Kong gave a pessimist outlook because of these things. However, if one takes in the compounded declines since June '06, this looks like another market overreaction. With $115 million in cash vs. a market cap of $190 million, a P/E of 10.9, a P/Sales of 1.85, a P/Book of 1.15, and an Enterprise Value/EBITDA of 3.76 (!!!) this is a great value play. Also looks likes like a bottom now. CHL also needs good products to compete, which isn't automatic, and it isn't clear CHL has any motivation to compete aggressively on all products but just a few convenient ones. Too much would alienate all value-added companies.

Its down because they lack the fundamentals: Current Tech interface with 3 G: lack of stategic partners; lack of experience for "brand" development;minimal subscriber base relative to competition; Little local market support.there is more in China than what the numbers tell.CHL teamed with Tencent, the leader of value added service in china with ACTIVE users subscribers approaching 300 million... more than population of the USA. ( Paid subscribers 570 million )
