The forclosures continue, and the houses at or near this point continue to be neglected. It is only a matter of time (maybe next year, maybe in 3 years) until somebody buys these houses and fixes them up. They really only have 2 places to go for the majority of their needs, and that makes HD and LOW very attractive long-term buys!
