New home construction in the Florida region has slowed beyond anyone's expectations. As interest rates rise due to cheaper dollar and war costs the slow down will continue. In addition, baby boomers may very well postpone retirement and subsequent relocation to the cheaper south due to more immediate economic pressures (inflation and world uncertainity). Thus, PGN will not increase the dividend and therefore the stock price will drop to achieve the requisit return.

The housing market has little effect on PGN's holdings, although you're overlooking the large chunk of business the company does in the population-exploding NC/SC areas.
