Their overall market is small and non-growing (Police departments are not going to grow 20% per year), their earnings yield is low (assuming P/E is acurate), and cash flow is lousy and inconsistent. Better to put the money elsewhere, NFLX, etc.

Chart indicators are telling another story. Indicators are showing strength. I see new highs (33.50) before the year is out. Mild correction in progress, completing the first leg. A double in price by the way. Cup formation materializing. Slow economy won't stop purchases by police or army. Deadly force is not the answer!!

Over the next couple of years the majority of the growth will be international in countries that frown on guns and product liability claims.

Non-deadly force is a huge priority in the EU.

The fundamental and obvious flaw in your argument is that you assume full market penetration has already occurred. That is clearly not so. There is plenty of growth to come from increased acceptance of non-deadly force weapons in thousands of police departments in the USA, not to mention growth opportunities abroad. You could make a case a lot of growth assumption is already baked into the stock, but I think there is plenty still to come.
