This is a Tom Brown pick. You can read his analysis at Seeking Alpha:

After reading his article and looking over this bank myself, I'm happy enough with it to give it the green thumb. Not crazy about the low tangible common equity and I believe Tom Brown may be overly bullish on this (then again, I tend to veer towards conservatism when it comes to analysis), but it still looks like it could potentially be worth $25+ to me.

What about this stock points toward 25$?
I see low p/e, low book value, but TERRIBLE roe -11%?

Besides the fact that it is a bank holding company I see no upside potential. And with 16 consecutive updays it is no doubt going to fall soon in my mind.
