As I read the financials, it is paying the dividend with borrowed money.

Did you also look at the Statement of Cash Flows for the last quarter? Generated $57 Million in 1st half of the year. Net cash decreased by $20 million but repayments of debt were $38 million ($3 million in the first six months of last year).
