technically a "risk-free asset" with nearly zero volatility. the only way this will outperform is if s&p crashes again. if that happens, the last thing i will be doing is checking caps. thus, this is a "risk-free pick".

The S&P 500 will go down eventually. But until it does, owning short term T-bills that essentially pay 0% interest does not seem like the best option now.
