I decided to red thumb Celsion today despite the possibility that a large manipulated spike a la Savient or Vermilion is in the early stages, just because I was so irritated by this lame and idiotic pump on Seeking Alpha this morning: http://seekingalpha.com/article/1452881-the-new-celsion-could-be-worth-4-a-share . Aside from lying about his prior position in the stock (long prior to the January 31 meltdown), the author wholeheartedly promotes management's post hoc massage of the abjectly failed study. Even as far as post hoc analysis goes, Celsion's version is particularly pathetic given that their claim that extended periods of thermoablation show increased benefit directly contradicts their own previously released data.
After originally showing signs of doing the honorable thing and shutting down operations after the HEAT failure, Celsion has now apparently gone 180 degrees in the opposite direction as they have diluted with abandon via preferred stock, warrants, and ATM. With synergistic Seeking Alpha promotion now in place, a whole new generation of retail bagholders may have been born.

The announcement of poor results from the recent trial caused a huge decline in the price of this stock around the beginning of the year. However, this week's press release indicates that all might not be lost with the trial. (http://finance.yahoo.com/news/celsion-corporation-provides-business-120000188.html)
I don't know how the data from the will shake out. The press release says that the company will submit the to peer reviewed publications. Hopefully, peer reviewers will come to the same conclusion the company has.
Normally, I would label a company like this "Who knows?" and move on. However, the company does appear to be making moves to remain relevant for the future. I like the fact that the company has moved to cut costs and is seeking new intellectual property to acquire. Recent insider purchases are also encouraging.
Let's gamble.

Phase III results will be great because this is not a drug, it is a delivery system of an existing drug that will greatly help the oncology treatment of many cancers.

Let me start by saying this is a speculative play. Celsion currently is in Phase III of their clinical trial for treatment for liver cancer and Phase II for breast cancer. The stock has pulled well back from its highs but has held stable at its current level. I hope to see a run up over the next several months in anticipation of the phase III clinical trial being completed in the 4th quarter of 2012.

Very speculative play...

The drugs 600 patient interim analysis should prove to be a positive catalyst over the near term. A license deal should be in the near term also, if successful results occur. Not a big if IMHO!

Second giant killer that is in my 20-20-20 bucket (over 20% insider, under 20 PE, within 20% of 52 week low).
Look at the insider trades... they have been upping the ante significantly with each phase of the trial completed. These guys are industry vets (check the resumes) and they obviously believe that they are going to knock this out of the park. This is a ridiculously low valuation for this stock given the phase of the trial and the large market for this interesting therapy.
Oh, and their patent was approved recently, so there seems to be a tight plan by management with final FDA approval set to come down the pipe soon.

Insiders seem to think that their results are worth betting on at this price.
