California's water issues aren't going away, so water seems a safer utility bet than electric/nuclear power; P/E and healthy balance sheet and dividends.

CA needs more water for people and agriculture. Regulated industry protects the downside, but also inhibits some upside potential. Hey, what about that ocean of water to the west? Maybe desalinization plants? They seem to work in the middle east and on naval vessels. I'm just saying...

Summer's coming. That means a water shortage in California so investing in big Californian water providers is a good move.
