This is an arbitrage situation. If the regulatory hoops can be negotiated, AT&T will be purchasing this company for $8.50. The purchase will be completed for cash and is expected to take place in the next quarter.

Part of my reason for making this pick is to see how CAPS will treat a cash buyout in scoring. However, a nearly certain12% gain in less than three months has me making the purchase for my portfolio.
