This ETF is designed to go opposite the direction of oil prices, and I believe it's only a matter of time before oil prices rise. Oil is a finite resource, and developing alternative fuels will take a number of years, so increased demand for this resource from increased economic activity should result in higher oil & gas prices. They have already risen since the market bottom and should do more as the economy improves.
