Foreign stocks seem to be, on average, a better value as compared to those in the US. Simply looking at average data, both P/E and P/B ratios are lower for this index as compared to the S&P 500. Throw in a dividend yield that is greater than 2 times the S&P 500 and we have a good candidate for an ETF that will beat the market.
