Undervalued/strong fundamentals.

Strong growth.

Government tax benefits forthcoming.

They dominate the market they're in(100% of all urban consumers, 90% of rural, in their state).

I'm considering buying, but then there's that Portuguese language barrier stopping me. :P I still might, though.

5-Star Stocks in the Bargain Bin
By Brian D. Pacampara
April 17, 2007

Everyone loves a bargain. Be it at the grocery store, the local flea market, or the neighborhood car dealership, people inherently understand the benefits of getting a great deal.

Yet despite this infatuation with bargain opportunities, it doesn't occur to many investors that buying cheap stocks is possibly the best way to squeeze a whole lot of bang out of a hard-earned buck.

As legendary investor Christopher H. Browne writes in The Little Book of Value Investing, we should always attempt to "buy stocks like steaks ... on sale."

Our penny-pinching process
So, with the help of our community over at Motley Fool CAPS, I'll once again try to find some cheap stocks for all of my kindred stingy spirits.

The approach is far from complicated: We'll run a simple screen for five-star stocks, the highest rating a stock can get in CAPS, that have enterprise value-to-EBITDA multiples below 10. We'll use EV/EBITDA rather than the more common price-to-earnings ratio, so that we can account for differences in each company's capital structure.

Dive into the bargain bin
By running this screen, we'll zero in on statistically cheap stocks that, according to our CAPS community, have plenty of great reasons to trade at much higher levels.

So without further ado, here is this week's bargain bin:

If you believe Cash is King this company is headed for emperial staus. Value this company as a conglomerate and not a strict utility company over the long run as its crosses over several sectors. I think this and being in Brazil has lead it to be significantly undervalued. The major concern with this company will be foreign currency effects and any regional stabilization. Adjusting downward for a 20% risk/valuation factor I get a fair value of 18.52.

No real reason for this pick. I was listening to Brain Salad Surgery by Emerson, Lake and Palmer. Just wanted to see if ELP was a stock. COPPEL is a low P/E ute that can give you a safe latin america play.

Fundamentals. Price is high relative to the past yet the basis for that strength appears to be sound. I'm going to guess that it will continue to perform well even though in the middle of the pack for total performance in the industry.
