With such a hideous cashflow and only an 8% Gross Margin, profits will be impossible short-term. It will take at least a year for them to iron out an issues, then make tangible changes. After a year, they should see the results of any positive moves.

I'm really not a huge fan of the buy when everyone else is selling bit, but this would be one case where I do agree. EnGlobal is involved more in the consultation phase of engineering projects for the oil and gas industry predominantly, but it has multiple business segments. ENG has been beaten like a red-headed step-child recently as weakened demand for new business has drained about 1/3rd of their revenues away. Somehow though, margins remain near 10% and ENG more importantly has remained profitable for the full year. They are trading at only 0.85 times book currently and are still generating upwards of 20M in cash flow for the year. Operationally things can't get much worse than they are now, and if this is as bad as it gets, I'd take ENG any day of the week. We're looking at only 8 times forward earnings and if the oil market has even the slightest uptick it will benefit EnGlobal. Also take note that despite a weakened oil market since 2007 ENG has managed to increase shareholder equity year after year. These guys know how to take care of shareholders and are run fairly conservatively. I'm going to place a limit buy order at $2.14 as I look to get in on what I consider will be an easy double.
