What a poor analysis in the recent rebound report! Yes, refineries are being built, something like 2 million bbl / day of capacity have been added this year. And demand is down, something like 2 mm bpd also. Refineries are not being built in the US (check Reliance in India). The foreign refineries don't have EPA or OSHA costs. And, they won't have Obama's new carbon taxes. Refining in the US is going the way of steel manufacturers - to overseas manufacturers with lower costs. US refineries will be squeezed by the imports even harder (there have been some partial shutdowns already). I wouldn't go near a US refining stock.

Played this one for a turn around in refiners. Didn't work so well, but luckily the S&P has been killed as well. I can't imagine the refiners keep getting sold off.
