On average the market will rise, with small caps leading the way. This will underperform a bear market, but predicting one is incredibly difficult. Doing so is beyond my ability, and probably yours too.

For the SPX to gain any traction on the up side it isnecessary that two values preceed it. They are as
follows: 1. IWM with expanding volume and call
premium options value increasing &
2. XLF and SMH following suit.
The above is not written in stone but are shown to be
the norm rather the exception. There are, of course,
other indicators which presage an SPX legit rise. This,
however, is not the venue to discuss them

We are not out of the woods yet. The small caps have done very well on speculation that we are on our way out of the recession, but a lot of the weak companies in IWM will bite the dust before this is over.

IWM is an ETF by IShares. IWM tracks the Russell 2000 Index. For those who do not know the Russell 2000 represents the approximately 2,0000 smalleset companies in the Russell 3000 index. The Russell 2000 is comprised of the small captilization section of the U.S. equity market. This ETF has a very low expense ration aroud 0.20%. I like this ETF because of its history. The Russell 2000 on average over a long period of time has produced better returns than the S&P 500. I believe that the Russell 2000 should be a part of most investors' portfolio's. The exact amount would depend on many factors including risk tolerance, time until the money is needed, return needs amoung others.
