Oxy has oil reserves in places that aren't political hot spots. Stock price strongly correlated to the commodities market oil price. As the amount of oil in the earth is finite, but the population and the amount of energy required continues to grow, I can only see oil getting more expensive over the long term. If you feel your portfolio just tracks the DOW or S&P, and you want to be able to make money on days when the indexes are down, you need a stock that has a very low correlation with the indices such as OXY.

Again, oil will rise (perhaps after the November elections, go figure...) and with a foothold in petroleum based, PVC products, OXY feeds off the housing and construction markets as well.

Occidental Petroleum had a difficult 2nd quarter in 2006, the price is down, but, the stock is absolutely not out. 2006 Q2 revenues are up 36% and core earnings are up 50%. Oxy will rebound eventually, how long it will take to get back tp it's record 2005 year-end high of $79.88 is anybody's guess. Occidental is in a dispute with Ecuador over an investment agreement over an oilfield worth in excess of $1 billion U.S. Ecuador terminated the contracts with OXY and seized the oilfield for itself. On a brighter note, Occidental announced on August 7, 2006 it acquired oil and gas assets from Plains Exploration and Production Company for $865 million.
For the year ending on December 31 2005 Occidental posted,

Quarterly revenue growth was 35.9%
EBITDA was 9.88 billion
Operating cash flow was $6.08 billion
P/E 7.42
All of OXY's operating divsions posted earnings for 2005.

Oil demand won't slow down for years. P/E and forward P/E are quite low compared to other stocks, since the oil sector has relatively low multiples normally. Debt ratio is high, like many oil companies, and that will probably keep the PE multiple down compared to the rest of the market. Occidental seems to be fairly well run, though it is hard to tell when all the oil companies are swimming in current high profits.

Occidental Petroleum is one of the best growth opportunities in an industry which is thriving, yet cumbersome. BP, Exxon, Chevron... all good bets, but where is the growth in these stalwarts? OXY can grow, man!
