When the overly optimistic FOMC says that household spending will be "constrained" by sluggish income growth, ongoing job losses, lower household wealth, and tight credit AND Shanghai stocks hit a seven-week low, then you know this bear market rally is finally over!

The lesson we learned from Wachovia is that there is an under-appreciation for the value in regional banks. The stronger national banks will see the current depressed pricing of regionals as an opportunity to expand and take out competition.
Mark Mayo, the influential analyst at Deutsche Bank, thinks Wachovia's poor second-quarter earnings per share should mark a bottom in the banking sector. If he's right look for PCBC to skyrocket. Regionals haven't been this cheap to franchise value in over a decade.

PCBC IS DIGGING ITSELF OUT OF SEVERAL PROBLEMS INCLUDING HOUSING LOANS. LOOK FOR THE P/E TO RISE TO 12 WITHIN 3 YEARS.

Earnings increase every year. Core bank business is solid. Currently trading at 55% of last years price with comparable or better earnings.
