PowerShares Dynamic Market (ETF) (AMEX:PWC)

This one has a slightly lower price then RPS (Rydex S&P Equal Weight ETF), both ETF's follow the S&P and are pretty consistent with it. Unfortunately, PWC, is always tracking less then S&P while RPS tracks above. It's strange that this ETF would have 5 stars, and RPS only has 2 stars. I believe that it would be the other way around if there were more people these rating ETFs.
