The market has harshly punished micro cap stocks recently, in many cases without any cause other than flight from risk. Furthermore, over the long term, the smallest stocks achieve the highest results. Will be a winner in the long term.

Powershares has teamed with Zacks to bring this ETF to us. I use the Zacks rank daily to look for stock ideas and when following their ranking system haven't had a loss this year. Couple Powershares ETF management with Zacks ranking methodology I believe this ETF will consistently outperform the overall market.
