Nothing for the Gleaners

There has been a lot of talk lately about whether or not we are due for a Market Crash, and whether or not one should hold a significant cash position in anticipation of this happening.

I am of the opinion rather that the up and down movement in the price of stocks is based more on the historical annual cycle where the 3 or 4 month period from May to October is usually a period when little of real significance affecting share prices occurs. And it is a time when most of the "gleaning" from the tops and bottoms of price swings is what is taking place.

This used to be a time when the "Pros" were mostly out of the Market and the "little guys" were responsible for most of the movement in share price swings.

Of course a "Black Swan" event can change that significantly and rapidly.

However, having said that, I am noticing (at least I think I am), a change in who the "gleaners" are.

It now appears to be Hedge funds and other fund managers who are doing this. They seem to be using things like ETFs, "mob rotation", currency fluctuations, HFTs, etc. to jump in ahead, or misdirect the individual investors and "snatching" the "gleanings" out of investors hands, just before they are able to grasp the small crumbs that used to be left over for those trying to scrape out a small share of the bounty.

This is just one opinion, and has no more validity than any other, but since I am not charging for it, I feel I have the right to express it.

I welcome any comments, pro or con, that anyone might want to offer, so feel free to share your own opinion if you wish.

For those who may not be familiar with the term "gleaning", this is a Biblical concept that those who are fortunate enough to own fields, were to leave a few grains on the stalks at the time of harvest, so that the very poor, (mostly widows and orphans) could then go behind them and manage to get enough to keep from starving to death.

Federal Gasoline Tax to Pay for Infrastructure?

Thought I would throw this out for discussion if anyone is interested in doing so.

It is pretty obvious the U.S. is in dire need of highway and bridge repair and upgrades, and to do these things should create a lot of jobs, but how do we pay for it in the midst of tax cut discussions, without adding "tons" of debt to the $19 Billion or so that we already have.

I would favor putting a "special" federal tax on gasoline, since users of gasoline are the ones who would benefit from it.

Of course there are businesses that would have increased costs as a result, suck as trucking companies, and others with large fleets of needed vehicles, but there are alternatives they could use, such as LNG, Electricity, etc., and might be an inventive for them to make the switch, which could be a "boon" for the overall environment.

The reason for the "special" designation in front of the words federal tax, is that I think it should be done in a way that the revenue could only be used for highway and bridge repair, and could not be "scooped" into the general fund where it would soon be "frittered" away on "pet" projects.

I also think it should be for a specific period of time, with a fixed, certain, complete ending.

It could be treated like "revenue" bonds, which I am sure would be attractive to many domestic and foreign investors, with strict controls and a limited life.

These are just some random thoughts that have been "walking across my mind", and I welcome the comments of others, if anyone has any thoughts on the subject.

Check out their website for 2016 year end results and follow the conference call tomorrow 3-15-2017 for what has happened since the first of the year.

The share price will not likely stay down at this level for too long.
