Check this out: www.moodle.com . . . The University where I teach is currently debating dropping BlackBoard (and it's huge approx 100k fee) and using moodle (which is free).

Microsoft entering Blackboard's market space with Sharepoint LMS.

There are also many in academia who are a bit put off by their recent legal antics (D2L) and there is still some resentment from the old die-hard WebCT camp, As such, alternative solutions may start finding more fertile ground.
