Too much debt. Bad short term in construction. Mexico may want to break Cemex up to avoid a "too big to fail" problem.

Cemex is the world's largest manufacture of cement and a leading provider of concrete. It is beaten down based on recession fears, but it now has a strong balance sheet that will enable it to survive. Until there is a return to growth there is a robust dividend.
