Shale stocks with significant Permian exposure appear to be bottoming in autumn 2019. For those looking for value and willing to risk that oil will continue to be important another decade or more, this is a time to consider adding exposure to certain oil stocks. Devon is undervalued by 50 to 100% in my view and could rise to the mid-teens within a few years on their expanding buybacks and dividends, with falling debt.
