Enstar buys insurance lines in runoff at a discount and then makes money by settling below the amount originally reserved, and through investments. It's been profitable so far. As interest rates increase insurers may expand their available lines as the additional investment income from higher rates will allow them to take a few more risks, meaning that in the medium term Enstar may find it harder to buy discontinued lines. However, the business model is such that it can remain opportunistic and doesn't need to make poor purchases to sustain itself, and should do well in the long term as long as it remains disciplined in making purchase decisions.
