Defense contract rent-seeking and land monopoly rent-taking. This is a gamble though, especially since it is up 200% is the last 2 years.
However, with 12,000 acres of clean, centrally located Sacramento, CA land (+ development plan), and 30+% short interest and 55 million is share buybacks... I'm willing to wait it out if I am wrong.
No insider action strangely, so I might not buy this one with real money at the moment.
