They are required by state laws to overfund future expenses in a trust. There is a lot of value tied up in these overfunded trusts. As they grow, new contributions outweigh withdrawals. If they stop growing, there will be a river of zero cost cash… More

Company still cleaning up the financial statements and reorganizing their sales force. Dividend was suspended 6 months ago. Needs a couple more quarters to get things back on track.
